(b)落實政府采購政策需滿足的資格要求：1）強制采購節能產品政策：強制采購在國家公布的節能清單中以“★”標注的品目。
2）鼓勵節能政策：在技術、服務等指標同等條件下，優先采購屬于國家公布的節能清單中產品。
3）鼓勵環保政策：在性能、技術、服務等指標同等條件下，優先采購國家公布的環保產品清單中的產品。
4）落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目（■是□不是）專門面向中小企業采購，**均不執行價格折扣優惠。（2）扶持殘疾人福利性單位，并將其視同小**。
5）本項目不接受進口產品。

(b)Qualification requirements to be met to implement government procurement policies:1) Mandatory procurement policy for energy-saving products: Mandatory procurement of items marked with "★" in the energy-saving list published by the state. 2) Encourage energy-saving policies: Under the same conditions of technology, service and other indicators, priority should be given to purchasing products that belong to the energy-saving list announced by the state. 3) Encourage environmental protection policies: prioritize the procurement of products listed in the national environmental protection product list under equal performance, technology, service and other indicators. 4) Qualification requirements for implementing government procurement policies: This project (■ Yes □ No) is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for small and medium-sized enterprise products during evaluation.

(c)本項目的特定資格要求：（1）**我國境內依法設立的法人（本項目（不接受）**以自己名義參加采購活動）；
（2）符合《關于對接國際高標準經貿規則推進試點地區政府采購改革的指導意見》（滬財采〔**）第17條規定的供應商，不得參加本項目的采購活動。
（3）本項目不允許轉包。

(c)Specific qualification requirements for this program:(1) Must be a legal entity established within the territory of China in accordance with the law (this project (does not accept) branches participating in procurement activities in their own name); (2) Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) are not allowed to participate in the procurement activities of this project. (3) This project does not allow subcontracting.
