(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）項目執行《政府采購促進中小企業發展管理辦法》的通知（財庫〔2020〕46號）及《關于進一步加大政府采購支持中小企業力度》的通知（財庫〔2022〕19號）；（2）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠；（3）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（4）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產品；（6）按照《中小企業劃分標準規定》（工信部聯企業[2011]300號），本項目中小企業所屬的行業為建筑業。

(c)本項目的特定資格要求：3、須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、具有中華人民共和國住房和城鄉建設部頒發的施工總承包建筑工程三級或以上資質；或中華人民共和國住房和城鄉建設部頒發的施工專業承包建筑裝修裝飾工程二級或以上資質；
5、企業具有有效的安全生產許可證；
6、擬派項目負責人具有建筑工程專業二級及其以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人（（以響應文件中提供的加蓋單位公章的《項目負責人基本情況表》為準（通過上海市住房和城鄉建設管理委員會網站zjw.sh.gov.cn 查詢、打印，首次響應文件提交截止時間前7 天內打印有效））
7、本項目僅面向中、小、微型等各類供應商采購；
8、本項目不允許轉包。
